On many private projects in Pakistan, the client buys major materials directly: steel, cement, bricks, tiles, sanitary ware and electrical fittings. It can save money. It can also stop a site for days when a delivery is late, or lose money quietly when quantities and prices are never checked.
Procurement is simply the process of deciding what to buy, from whom, at what price and when. A little structure goes a long way.
Plan Purchases From the Programme
Materials should be ordered according to the construction programme, not when the site runs out. Steel for a slab, bricks for the next floor and electrical conduits before plaster all have lead times. A simple schedule of what is needed each month, with order dates working back from delivery dates, prevents most delays.
Get Comparable Quotes
Ask at least three suppliers to quote for the same specification and quantity. "Steel" is not a specification; grade, diameter and quantity are. "Tiles" is not a specification; size, series and grade are. Comparable quotes need comparable descriptions, and those come from the drawings and BOQ.

Use Purchase Orders
A purchase order records what was ordered, the agreed price, quantity, delivery date and delivery location. It seems formal for a house project, but it is what lets you check a delivery and an invoice against what was agreed. Check Every Delivery
Deliveries should be checked on site against the purchase order: quantity counted or weighed, grade confirmed, damage noted. Record the delivery in the daily site report. Short deliveries and wrong grades are far easier to resolve at the gate than a month later.
Track Stock on Site
Materials on site are money on site. Cement has a shelf life, steel rusts if stored badly, and tiles break. A basic stock record of what was received, issued and remains shows whether usage matches progress. Unexplained consumption is a warning sign worth investigating early.
